Information About the work executed by the General Inspection in 2009

 

In September 2009, after the reorganization of the General Inspection, new regulations were worked out which defined the structure of the inspection, the functions and responsibilities, which allowed the formation of the General Inspection as a real structural unit of inner control which is subordinate to the Minister of Economic development and promotes effective functioning of the Ministry.

The main priority of the General Inspection of the Ministry of Economic development is the promotion of the effective functioning of the Ministry, protection and consolidation of the supremacy of the Georgian Constitution, International Law and National Legislation in the Ministry. By means of inner body management the General Inspection ensures the proper control of obligation fulfillment by public servants, maintenance of effectiveness of the public management and protection of the government servant citizens’ interests.

The General Inspection collborates with the population actively in order to display acts of violations in the system. In order to be accessible for every one special “Hot Line” and e-mail function in the General Inspection, the mentioned data is sent and presented in all the territorial bodies of the Ministry.

  • The General Inspection started the procedure of legislative and discipline control of every servant in the system in 2009.
  • The General Inspection worked out recommendations in order to improve the staff policy, particularly recommendations concerning improvement of qualification requirements and the list of documentation required for the candidates who wish to work in the Ministry.
  • Execution of the mentioned recommendations will help the employment of highly qualified workers in the Ministry which will naturally rise to effectiveness of the activities of the Ministry.
  • 72 statements-complaints from physical and Juristc persons entered the General Inspection in the accounting period and correspnding reactions have been made.
  • The General Inspection executed work examination of 11 letters/appeals that it received from different structural units and territorial bodies in the same period.
  • 16 planned and 22 unplanned work examinations have been executed by the General Inspection in the accounting period. According to the legislation of the Criminal law 6 work examinations were executed in the Ministry and transferred to law organs for further respond. 10 530 USD and 64 000 GEL has been withdrawn from the renters not fulfilling the contract obligations and persons using government properties illegally in favor of the budget on the basis of the recommendations of the General Inspection.
  • Narcological examination of the male subjects under 50 of the central structural bodies of the Ministry of Economic development - “National Investment Agency,” “Enterprise Management Agency,” and “Department of Tourism and Resorts,” in accordance with the ?1-2/03 order of the head of the General Inspection on 26.11.09. Two employees were fired after the examination.
  • The general Inspection actively participates in the work of the commissions and working groups in the Ministry. The deputy head of the Discipline Control and Special Commision Administration Nugzar Cheishvili participates in the registration of the government assets and the commision preparing them for privatization.
