Minister of Economy and Sustainable Development, Mariam Kvrivishvili, presented the draft Government resolution on defining the rules and conditions for establishing the aesthetic characteristics of buildings and structures to the private sector. As the Minister noted during her speech, the goal and main task of the regulation initiated by Prime Minister Irakli Kobakhidze is to introduce high urban and aesthetic standards across the country.
The Ministry of Economy and Sustainable Development worked on the development of the regulations for several months with the active involvement of the Ministry of Infrastructure, as well as the Ministry of Culture and the Spatial and Urban Development Agency. Mariam Kvrivishvili emphasized that the process was conducted in close communication with architects, art circles, builders, manufacturers, and representatives of trade networks, and cooperation with the construction and developer sectors was particularly important.
“We had active cooperation with the private sector. In developing the regulation, we rely on European standards, and we have studied in detail how the regulation and introduction of similar regulations in European cities take place. Parallel to working on the regulation, research on the country's regions and cities is underway so that we have a detailed project for every region, according to which historical districts, new development, and so on will be defined” – Mariam Kvrivishvili noted.
According to the Minister, in the broader picture, we will have a separate project for every region of Georgia, within which the aesthetic characteristics of buildings and structures will be defined including materials and colors of roofs, facades, etc., which will be in line with their history, development and proper planning.
The Minister of Infrastructure, Revaz Sokhadze, First Deputy Minister of Economy and Sustainable Development, Nino Enukidze, and Deputy Minister Genadi Arveladze participated in the meeting with the private sector, providing the private sector with detailed information about the draft resolution. Zurab Tsiklauri, the Head of the Legal Entity of Public Law Spatial and Urban Development Agency, introduced a presentation to the private sector on the main requirements for aesthetic characteristics.
Mariam Kvrivishvili highlighted that, under the new regulations, two types of permitting practices will be introduced: the so-called standard practice and the second, non-standard construction permits, which include different facades, colors, etc.
“We are talking about establishing a general guideline framework for aesthetic characteristics, within which it will be possible to implement an appropriate architectural idea. Our goal is to ensure that mass construction, especially in the regions, is harmonized with modern urban demands and the existing environment, in order to introduce an aesthetically attractive development appearance to every region, city and town in the country” – Mariam Kvrivishvili stated.
