Functions of the Department of Energy Efficiency, Renewable Energy Policy and Sustainable Development

  • In accordance with the requirements arising from the country’s integration into European and Euro-Atlantic structures, promote the development of the legislative framework in the fields of energy efficiency, renewable energy, and sustainable development; cooperate and coordinate activities with various departments of the Ministry throughout the process, in line with the directives envisaged under the Association Agreement between Georgia and the European Union. 
  • Receive, process, and analyze information regarding projects, presentations, meetings, and other activities planned in the fields of energy efficiency, renewable energy, and sustainable development in connection with European integration issues; prepare reports and submit relevant recommendations to the Ministry’s leadership. 
  • Develop and implement short-, medium-, and long-term programs, taking into account international standards, to promote the effective utilization and development of renewable energy sources. Development of renewable energy policy, legislative framework, and promotion mechanisms. Development, monitoring, and updating of Georgia's Energy Policy and the National Energy and Climate Plan (NECP). Preparation of the Green Hydrogen Development Policy, Strategy, and Action Plan.
  • Participation in the development of the Carbon Border Adjustment Mechanism (CBAM) and the Emissions Trading System (ETS) in the areas of green hydrogen and electricity generation, including the preparation of relevant policy documents, legislative acts, methodological documents, and analytical materials, as well as coordination with stakeholders and cooperation with international partners.
  • Develop and implement short-, medium-, and long-term programs, taking into account international standards, to promote the implementation of energy efficiency measures and support the execution of relevant projects. Development and coordination of the implementation of state policy in the field of energy efficiency. Development of primary and secondary legislation in the fields of energy efficiency and the energy performance of buildings, and harmonization with the European Union acquis. Development of the legislative framework in the fields of energy labelling and ecodesign, preparation of relevant technical regulations, and support for their implementation and enforcement.
  • Coordinate, within the Ministry’s area of competence, activities related to the United Nations Sustainable Development Goals (SDGs). 
  • Develop and implement short-, medium-, and long-term programs to promote sustainable development; facilitate the implementation of innovative projects; cooperate with international organizations; and fulfill obligations undertaken within its competence in the areas of sustainable development, fossil fuels, energy efficiency, climate change, and renewable energy. 
  • Prepare sustainable development strategies and participate in the development of supporting state programs and legislation. 
  • Implement measures necessary to encourage and promote a green economy; Development of the Green Growth Strategy and Action Plan, and coordination of their implementation.
  • To achieve these objectives, actively cooperate, within its competence, with executive authorities, local self-government bodies, civil society organizations, the business sector, and international institutions. 
  • Cooperation with international and donor organizations, including ensuring the implementation of obligations undertaken under the Association Agreement with the European Union and the Energy Community Treaty, coordination of international projects, and support for grant initiatives.
  • Monitoring of natural gas balances; cooperation and coordination with companies operating in the natural gas sector. Monitoring of ongoing processes and submission of relevant decrees and resolutions to the Government of Georgia.
