Occupational Safety Monitoring at High-risk Enterprises

Ordinance (11.05.17; 1-1/200; 01-98/თ) on Establishing Joint Monitoring Group of the Ministry of Economy and Sustainable Development of Georgia and the Ministry of Labor, Health and Social Affairs of Georgia, which reflects the decision of Giorgi Gakharia and David Sergeenko on ensuring occupational safety at the high-risk enterprises, was released on 11 May upon signing of the two Ministers. 

Upon the joint ordinance, a monitoring group composed of the representatives of the Technical and Construction Supervision Agency of the Ministry of Economy and Sustainable Development and the Occupational Conditions Supervision Department of the Ministry of Labor, Health and Social Affairs shall be established.“With this ordinance, aiming to provide monitoring and technical inspection of the facilities with difficult, harmful and dangerous working conditions as well as the working places with high technical danger including excessive risks for human life and health, a Monitoring Group of the Ministry of Economy and Sustainable Development of Georgia and the Ministry of Labor, Health and Social Affairs of Georgia shall be established which shall be composed of the representatives of the LEPL Technical and Construction Supervision Agency of the Ministry of Economy and Sustainable Development and the Occupational Conditions Supervision Department of the Ministry of Labor, Health and Social Affairs of Georgia” – the Ordinance states.

According to the joint ordinance, except the members of the Monitoring Group, other people can be invited to the Group following the order stipulated by the relevant law. 

Monitoring Group shall ensure the supervision and inspection of the working conditions as well as the safety of the facilities and the working places that have difficult, harmful and dangerous working conditions as well as the working places with high technical danger including excessive risks for human life and health and the compliance of the safety quality with the relevant legislation and the technical requirements. 

Decision on establishing the Monitoring Group emerged on May 11, during the session of the working group on the draft law on Occupational Safety and Health Protection. Giorgi Gakharia and David Sergeenko attended the session. 

As mentioned at the session, preparation of law on Occupational Safety and Health Protection is at its final stage. However, taking into account the importance of the issue, the Ministers decided to establish the Monitoring Group for the inspection and technical examination of the occupational safety at the working places.
