Within the framework of the visit of the Prime Minister of Georgia Irakli Kobakhidze to Azerbaijan to participate in the 13th session of the World Urban Forum, the Republic of Azerbaijan and Georgia reaffirmed their strategic partnership by signing comprehensive agreements aimed at deepening bilateral cooperation in the fields of economy, energy and connectivity. The signing of the documents took place in Baku on May 18, 2026, in the presence of the Prime Minister of Georgia, Irakli Kobakhidze and the President of the Republic of Azerbaijan, Ilham Aliyev.
Both leaders emphasized the importance of the signed documents in terms of expanding cooperation. The significant role of Azerbaijan and Georgia as a hub connecting many countries and the importance of further deepening cooperation in this direction were highlighted with special emphasis.
The signed documents include intergovernmental agreements on (a) the supply of natural gas to Georgia; (b) the extension of transit reservations for supplying additional volumes of Azerbaijani natural gas to international markets; (c) the supply of electricity to Georgia; (d) the supply of electricity to Turkey through transit across the territory of Georgia. Among the mentioned documents there is also (e) the protocol of the coordinating council, which confirms the acceptance and delivery of the modernization process carried out within the Baku-Tbilisi-Kars railway project and the completion of works.
In order to implement the aforementioned intergovernmental agreements, the relevant state energy companies of both countries signed heads of terms that define the main commercial conditions of the fully detailed agreements to be concluded no later than October 15, 2026.
In addition, the main conditions of the operational agreement were signed between the State Oil Company of the Republic of Azerbaijan SOCAR, SOCAR Midstream Operations LLC and the Georgian Oil and Gas Corporation, which determine the conditions for the functioning of the Georgian section of the Western Route Export Pipeline including the Supsa oil terminal and its related infrastructure.
In order to supervise the management process of the railway line, the formal transfer of the relevant railway infrastructure to the joint venture BTKI Railways LLC was carried out by the protocol of the coordinating council, which is an important step on the way to strengthening regional connectivity. The sides also agreed that daily passenger train communication on the Baku-Tbilisi-Baku route will be restored from May 26, 2026.
