First Vice Prime Minister of Georgia, Minister of Economy and Sustainable Development Dimitry Kumsishvili chaired the first session of the Decision Making Commission on Provision of Logistic Centers in Tbilisi and Kutaisi. The session was held at the Government’s Administration and the Minister of Regional Development and Infrastructure of Georgia, Zurab Alavize also participated in it.

Five companies submitted their application. Along the companies registered in Georgia, the applications were submitted by the companies registered in China, Switzerland, Turkey, etc.

The companies that submitted the application confirming their interest to develop the logistic center in Tbilisi are as follows:

1. China State Construction Engineering Cooperation Ltd (China), Kerry Logistics Network Ltd (China, Hong Kong) 
2. Kolin Insaat A.S. (Turkey)
3. Anaklia Development Consortium LLC (TBC Holdings (Georgia), Conti Group (USA), Agility (Kuwait)
4. Medlog S.A. (Switzerland)
5. Ltd Murphy Kazbegi LLC (Georgia), Murphy Shipping and commercial Services Azerbaijan (Azerbaijan)

The companies that submitted the application confirming their interest to develop the logistic center in Kutaisi are as follows:

1. China State Construction Engineering Cooperation Ltd (China), Kerry Logistics Network Ltd (China, Hong Kong) 
2. Kolin Insaat A.S. (Turkey)
3. Anaklia Development Consortium LLC (TBC Holdings (Georgia), Conti Group (USA), Agility (Kuwait)

The applications were closed after they were open at the commission session. The content of the applications and their evaluation will be examined by the Decision Making Commission on Provision of Logistic Centers in Tbilisi and Kutaisi from February 5, this year, at the Ministry of Economy and Sustainable Development of Georgia.

In case of revealing any deficiencies in the submitted documentation, the candidates will be given a reasonable period to eliminate the fault. After studying the submitted application, the Commission will make up a “short list” and the selected companies will be asked to submit the proposal (RFP).

The winner company will be selected during the 2018. Construction works shall be launched in 18 months following the signing of the relevant contract. Construction of the Tbilisi and Kutaisi Logistics Centers shall be accomplished in 5 years. However, at the first stage, the centers will become operational in the first year.

The investment value of Tbilisi Logistics Center is 95 million USD while the Kutaisi Logistics Center’s investment value will equal to 73 million USD.

The Tbilisi Logistic Center will be located in the south-eastern part of Tbilisi near the borders with Armenia and Azerbaijan. It will have direct access to the Baku-Tbilisi-Kars railway line as well as to the Poti/Batumi-Tbilisi-Yerevan railway line, which makes the location of this logistic center unique. The territory is well connected to the National Railway and the Highway networks and the Tbilisi International Airport is at 20 km distance. 

The Kutaisi Logistics Center will be located 30 km southwest from the Kutaisi city and 2 km west from the Kutaisi International Airport. There is no direct railway connection to the center, but the TRACECA’s main railway line (Poti-Batumi-Baku) directly opposes the northern boundary of the future logistics center. The Kutaisi Center will have direct traffic links to the Kutaisi International Airport, as well as to the cities of Kutaisi and Samtredia. In addition, the land for the construction of the center is connected to the S1 National Importance Motorway in a best way. The National Highway, which connects the eastern and western parts of Georgia, is only at 3 km distance.
