We don't sell "rivers"… "Waters" … "Forests"…

• We hand out rights to exploit natural resources at the river-beds for a certain period.
• We hand out licenses on procuring underground mineral waters and fresh water for industrial causes for a certain period.
• After appropriate installing equipment we declare an auction and issue licenses on procuring lumber with corresponding regulations. Failure in meeting the requirements might result in the abolition of the license.

Exploitation Licenses:

• License for procuring natural resources
• License for using underground space
• General license for using Lumber:
• Special license for lumber procurement
• Special hunting-thrift license
• Fishing License
• License on export of endangered species of flora and fauna.

Required documents for one who wishes to get a license:

• Statement indicating the type, quantity and the location of the resource; indication of the license validity time frame.
• Individual judicial subjects and individual manufacturers must submit and extraction from the registrar; civilian subjects must submit ID card copies; Public Judicial persons must submit copies of establishment document verifications.
• If the territory indicated in the document is a private property, verifications of ownership and the owner's permission must be submitted.
• The statement and the attachments will be examined in an asserted time according to the legislative demands.

 The license will be issued by means of an auction:

• Open or closed auctions are carried out to obtain the right to use of natural resources.
• In order to gain the permission to take part in the open auction the pretender has to make the largest bid to the government.  
• On the subject of closed auctions, the Ministry together with the government makes the decision based on the government and public interests.   
• The pretender is allowed to take part in the closed auction proportionally to his bid.
• Closed and open auctions will be executed publicly.
• Auctions are carried out according to the initiative of the ministry or the pretender's statement.

Conditions of conducting and participating in the auction:

• Information about the auction is published in central press.
• The auction is conducted in the edifice of the Ministry.
• The pretender should submit his statement 15 days before the auction.
• The deadline for submitting the statement is set by the ministry individually each time and is declared together with declaration of the auction.

license fee receipt ( fixed sum 200 GEL)

Confirmation of deposit payment ( 20% of the fee)

The winner will receive the license in seven business days.

Making Changes in the License:

• The owner of the license is allowed to divide the use of the license or rend/sell the right to use to another subject.  
• After appropriate documentations are presented the ministry makes changes within 3 days and issues corresponding license.
• Making changes in the license is a charge-free process.
• The department has the authority to prepare documentation for abolishing or issuing the license.

If changes are made in the license the owner of the license and the recipient must submit a statement with following attachments:

• Individual judicial subjects and individual manufacturers must submit and extraction from the agricultural registrar; civilian subjects must submit ID card copies; Public Judicial persons must submit copies of establishment document verifications.
• 3 colored topographic maps with the coordinates of the licensed object.
• Information about the quantity of the procured resources.
• Judicial documentation about the transmission of the license (contract).  

The Inspection of Environmental Protection of the Ministry of Environment Protection And Natural Resources controls the fulfillment of the license terms.

under its competence executes:

• Directing and coordinating the process of issuing licenses to exploit natural resources in accordance with the laws about "licenses and permissions" legislated by the Georgian government.  
• Accepting request forms and statements from subjects wishing to receive the license; verification of the documents in accordance with the laws legislated by the Georgian Government.  
• Organizing auctions related to issuing the licenses.  
• Preparation of  corresponding documents concerning issuing or abolition of the license;
• Presentation of recommendations and corresponding acts of administrative-judicial projects; Presenting recommendations for subjects willing to exploit particular objects to the Minister based on the previous judgment.
• Registration and the use of licenses according to the law about " the strict registration of forms".
• Issuing and making changes in the licenses.
• Presenting information about issuing, abolishing or making changes in the license to the registering organs ( Ministry of Justice ) on a set date after the decision is made.
• Presence at hearings concerning complaints and suits about the licenses, together with corresponding servicemen under their competence.
• Participating in working out projects under their competence.
• Fulfillment of functions ordered by the minister and other normative acts under their competence.

On September 22, 12pm, Ministry of Economic Development of Georgia holds an auction to issue a special wood manufacturing license for long-term use of forests.
